setting the control register.  Make the read and write operations two
completely separate steps.

While we're at it, pull in the whole set of Cyrix cache control options

Split EXEC_DEPENDS into FETCH_DEPENDS, BUILD_DEPENDS and RUN_DEPENDS.
They are called from the fetch, extract and install targets,

EXEC_DEPENDS is still supported (for now), it is copied into

	A) Use consistent variable expansion syntax.

	B) *NOT* expect rc files to be directly in /usr/local/etc.  That
	   was a very poor choice since lots of ports dump things straight

kern/syscalls.master:
I had to add some new fields to describe some non-orthogonal names.

slattach always exited early because fd is not open in acquire_line().

Other (trivial) changes that I've been neglecting for some time:

- Turn off O_NONBLOCK so that `chat' doesn't need to worry about it
  (`chat' actually does worry about it).
- Really set speeds POSIXly :-).  cfsetspeed() isn't POSIX.
- Fix spelling error in comment.
- Gripe about bad programming of doing everything from signal handlers.
  slattach should be written to do everything from the sigsuspend() loop,
  but I don't want to do it :-).
