MFC: cross-release support.

Assorted fixes:

- Changed the way the `catpages' dist is built (all MD catpages
  were missing before).

- Perl manpages now end up in the `manpage' dist.

- Clean up the `dict' dist generation script.

- Diff reduction to -CURRENT.
