Introduce support for Mandatory Access Control and extensible
kernel access control.

Invoke a MAC framework entry point to authorize reception of an
incoming mbuf by the BPF descriptor, permitting MAC policies to
limit the visibility of packets delivered to particular BPF
descriptors.
