Update libc POSIX.1e code and documentation to reflect:

- Updated copyrights, modified dates
- Remove "BUGS" entry indicating that ACLs are unimplemented
- Implement acl_*_link() library wrapper variants for get, set,
  delete, aclvalid.
- Document acl_*_link() calls.
