Enable OFW_NEWPCI until jmg's 2003/06/21 18:26:08 PDT bus commit is fixed
that caused a 3-4 times slow down in performance.
(the primary Sparc64 developers are all using OFW_NEWPCI already, so it is
the best code path for users)
