Remove non-system bits from mac_system.c.  Leave:

  Enforce_kld, enforce_system access control toggles.
  Access control checks for: kenv operation, kld operations,
    sysarch_ioperm(), acct(), nfsd(), reboot(), settime(), swapon(),
    swapoff(), sysctl().
