- Code cleanup
- In the receive routine handle the case where last descriptor could have
    less than 4 bytes of data.
- Handle race between detach/ioctl routine.
- Add facilities for tuning "em" drivers interrupt delays without recompiling
  the driver. These changes were done by John Polstra.
