Attempt #2 at fixing boot floppies.  Move NFS back into kernel to solve
current problem of mfsroot.flp overflowing (note to self: can't speed up
test release builds for boot floppy sizes by using NODOC=).  Address
original problem by removing sa (SCSI tape) and pass (SCSI passthrough)
devices.
