  Garbage collect unused (and incompletely implemented) functions:

  - ipx_pcbnotify(), which is never called.
  - ipx_rtchange(), which is never called, is incomplete inplemented, and
    also #ifdef notdef.
  - spx_fixmtu(), which is never called, is incompletely implemented, and
    also #ifdef notdef.
