- Remove zstty spin lock for no longer existing zs(4).
- Move the rtc_mtx spin lock out from under #ifdef SMP as it's just
  not SMP-specific.
- Add a new spin lock pcib_mtx for locking "fast" interrupt handlers
  of host-to-PCI bridge drivers on sparc64.
