MFC rev 1.4: fix a bug in hexadecimal formatting of the CHAP digest:
bytes >= 0x80 were formatted as 0xff, causing the authentication
to fail.

Note: fast MFC to RELENG_7 and RELENG_7_0 to get the changes in
time for 7.0-RC2.
