Reduce diffs with HEAD:
- Don't IPI the current CPU.
- Don't remove the current CPU from the rendezvous mask.  Otherwise the
  smp_rendezvous_action routine will get an incorrect count of CPUs and
  won't wait for all CPUs at each barrier (it will wait for N-1).
