Revert the bce(4) MFC and restore the state of code as of before changeset
184826.  Some pending reliability changes needs to be tested throughly and
it  does not seem  to be  a good idea to ship the  current state of bce(4)
with the  release.  Thanks for everyone who provided testing and sorry for
the mess.
