Add a user area for portmaster so that everyone can see the work that
is being done as part of the funding project.

Add the portmaster script version 2.12 directly from the ports tree
with the exception that %%LOCALBASE%% has been substituted with
/usr/local so that this development version can be used directly
by most users.

Add the man page version 2.10 directly from ports.
