Include <sys/tty.h> instead of <sys/termios.h>.

Right now <sys/termios.h> includes <sys/ttycom.h>, which provides the
TTY ioctls to the svr4 code. We need both struct termios and the ioctls,
so include <sys/tty.h> for now.
