Merge c173714 from the p4 TrustedBSD Capabilities branch to capabilities8:

  open(2) is now properly constrained (it always fails with EOPNOTSUPP), so
  we can allow the syscall for auditing / debugging purposes

This includes Jon's accidentally committed libcapability changes for
consistency with the original p4 commit.
