The Altix needs busdma work because 1) there's no memory where devices
can get to, unless they are truly 64-bit and 2) there's an I/O MMU that
we need to use.

Bootstrap an MI implementation from the amd64 MD version. I have this
gut feeling we can have 90% or more of busdma implemented by MI code.
