- Integrate netdump better in the shutdown code:
  * Invoke netdump handler directly from doadump().
  * Remove checks replication and export of typically static variables
- Remove module handler for netdump and provide a SYSINIT() wrap for
  netdump_config()
- Revert some change for de-staticizing dumppcb and dumptid
