Fix the handling of [gs]etsockopt() unconnected 1-to-1 style sockets.
While there:
* Fix a locking issue in setsockopt() of SCTP_CMT_ON_OFF.
* Fix a bug in setsockopt() of SCTP_DEFAULT_PRINFO, where the pr_value
  was ignored.
