(mostly) cosmetic changes:

* bump the aggregate max packet size up a bit, just for testing.
  This needs to be calculated based on the rate control information.

* start to break out the delimiter calculation function.
  This needs to take the negotiated mpdudensity into account,
  but this calculation again requires the rate control information
  (to map density to delimiter byte size).

* Modify/add some more comments, more accurately describing what is going
  on.
