 o Remove unnecessary controller reinitialization.
 o Do not blindly UP controller when MTU is changed. Reinitialize
   controller only if driver is running.
 o Remove useless ti_stop() in ti_watchdog() since ti_init_locked()
   always invokes ti_stop().
