Add post-VOP hooks for VOP_DELETEEXTATTR() and VOP_SETEXTATTR() and use
these to trigger a NOTE_ATTRIB EVFILT_VNODE kevent when the extended
attributes of a vnode are changed.

Note that OS X already implements this behavior.
