Add the ex(4) driver to the hardware.hlp, and fix some stray tabs.

Add some more items to the relnotes where i remember that they went
in lately.

Again, my dear developers: please, please read this file, and watch
out whether something's missing that went into the tree between 2.1.x
and 2.2.
