Flesh-out ioc4 a bit more. In particular, add:
o   uart(4) bus attachment
o   ata(4) bus attachment

This has been fleshed out enough to indicate that we still have a
platform problem -- interrupts I suspect. Fixing that should allow
me to make forward progress on the busdma code again.
