Create a branch to experiment with PCIe HotPlug support.

I plan to experiment with support for PCIe HotPlug, primarily on laptops
with ExpressCard slots although hopefully extending to server chassis
with complete PCIe HP hardware (e.g. indicator LEDs, attention buttons
and indicators, etc) as and when I can obtain such hardware.

I welcome others to become involved with this, feel free to contact me.
