For building GNU libstdc++ and libsupc++, filter out libc++-specific and
-std= flags above c++98 or gnu++98 from CXXFLAGS *after* including
bsd.lib.mk, otherwise some additions to CXXFLAGS done in bsd.*.mk might
not be preserved.
