Retire VM_NDOMAIN macro and introduce MAXDOMAIN concept which is very
similar to what MAXCPUS do for CPUs.
The value can be still compiled in from custom kernel option files, just
like MAXCPUS and VM_NDOMAIN.
The standard values for VM_NDOMAIN are currently retained.
