Consolidate a few cases of redundant code:
 - In before_build(), only set WANT_UBOOT, UBOOT_VERSION,
   and KNOWNHASH values.
 - Fetch/extract u-boot sources if WANT_UBOOT is set.

Add UBOOT_VERSION and KNOWNHASH for WANDBOARD-QUAD.
