Teach userboot to comply with WITHOUT_CDDL/WITHOUT_ZFS

Apparently, LIBZFS is set to a non-empty string when WITHOUT_CDDL/WITHOUT_ZFS
are set, I think this is a bug, but work around this feature for now.
