Initial WIP snapshot of the vxlan pseudo device

Currently only supports IPv4 point to point configurations. Generally
works, but still rough around the edges. Remaining work includes:

  - Add multicast support.
  - Add IPv6 support. I think adding support for RFC6936 is a prerequisite.
  - Cleanup the ifconfig CLI and ioctl interfaces.
