Many new test defines, including:
 - TEST_CPUSTOP		adds stop_cpus()/restart_cpus(), OFF by default
 - TEST_ALTTIMER	new method for attaching 8259 PIC to APIC
			this method avoids 'ExtInt' programming, ON by default
