Separate release/scripts/mk-vmimage.sh to machine-specific
scripts, making it possible to mimic the functionality for
non-x86 targets.

Move echo output if MAKEFLAGS is empty outside of usage().

Remove TARGET/TARGET_ARCH evaluation.
