network.subr: avoid unnecessary reinitialization

Do not start interface when wpa_supplicant or hostapd is used;
they will restart it anyway

Tested with:
 * Intel 3945BG, STA mode (wpa_supplicant)
 * RTL8188EU, HOSTAP mode (hostapd)
