Use SNMPD_INPUT_FAILED instead of SNMP_CODE_FAILED

SNMPD_INPUT_FAILED is `enum snmpd_input_err` type (which matches the return
code from the function). SNMP_CODE_FAILED is `enum snmp_code` type.
