powerpc: Clamp MAXCPU for MPC85XXSPE kernel to 2

SoCs with e500v2 chips only have at most 2 cores, and there are no plans to
release any more e500v2-based SoCs.  Clamping MAXCPU down to 2 saves 5MB of
data, and 1.5MB bss.
