bsd.prog.mk: fix some MK_COVERAGE logic

* Remove a misleading test for clang and newer versions of gcc that support
  `--coverage` properly.
* Handle .y (yacc) sources when defining `GCNOS` to unbreak the build with
  `bin/expr`.
