Instead of using just the long upstream commit hash for LLVM component
versions, use "git describe --tags --long" output, which is more
descriptive.  E.g., "90c78073f73eac58f4f8b4772a896dc8aac023bc" becomes
"llvmorg-10.0.0-rc2-0-g90c78073f73".
