remove ancient pre-2000 ObsoleteFiles.inc entries

We support 10.3 as the minimum version to install from, which was
released in the mid-2010s.  There's a lot of ancient ObsoleteFiles.inc
history that serves no purpose today; start by removing entries from
1999 and earlier.
