Following upstream, rename blacklist to blocklist

Also move up one level from vendor/NetBSD/blacklist to vendor/blocklist,
as this is now has a standalone home at
https://github.com/zoulasc/blocklist

I also renamed the individual files under dist/ so that the subsequent
update from upstream will drop in.
