Add NIRES_STRICTREL.

Stop abusing internal namei flag NI_LCF_STRICTRELATIVE as indicator of
cap-restricted lookup.  Add designated returned flag NIRES_STRICTREL
to inform kern_openat() that lookup was restricted.
