ipfilter: Add sysctl flag CTLFLAG_TUN to loader tunable

The sysctl variable `net.inet.ipf.large_nat` is actually a loader
tunable. Add sysctl flag CTLFLAG_TUN to it so that `sysctl -T` will
report it correctly.

No functional change intended.
