Don't generate unused file ioconf.h.

Didn't bump CONFIGVERS, since ioconf.h was already unused when
CONFIGVERS was last bumped (although essentially the same (CAM)
commit batch that bumped CONFIGVERS also added bogus includes of
ioconf.h).
