MFC:  Bring up to date with -CURRENT

set_sd_state:
  If a drive is down, take "empty" sds down.  Previously they were
  unchanged, which cause set_plex_state to take them up under some
  circumstances.

set_sd_state:
  Don't change state from reborn to reborn.  This caused a silly
  warning message.
