MFC: Return ENOEXEC for short gzipped files.

I waived the standard undefined waiting period on this mfc due to 1) the
ease with which it lets a non-priv user panic a GENERIC kernel
("touch x; gzip x; chmod u+x x.gz; ./x.gz") and 2) the fact that I
really tested it on -stable, anyways.
