OK, I'm now sorry I ever opened Peter's can of worms here.  They're
really icky! :)  Back out all but the tag fixes - I'll go tweak release/Makefile
back to doing things the old way.  It's a pessimisation from what I had before,
but too much stuff was getting dragged in for such a comparatively small
delta.
