Introduce OpenBSD-like Random PIDs.  Controlled by a sysctl knob
(kern.randompid), which is currently defaulted off.  Use ARC4 (RC4) for our
random number generation, which will not get me executed for violating
crypto laws; a Good Thing(tm).
