o Implement IRQ activation.  We do this in bus_{setup,teardown}_intr,
  per discussions on -arch.  This is different than -current's pccard
  code, but shouldn't have any real difference.
o More code cleanup.

Next step: convert bus_space_* mapping stuff to newbus.
