Axe INTR_HEAVY, INTR_LIGHT, and INTR_THREADED.  Add in a INTR_TYPE_CLK
priorirty for clock interrupt handlers and an INTR_ENTROPY flag to mark
interrupt sources that are good sources of entropy.
