Reorder some of the release notes items so that related items are
adjacent (as an example, pkg_* items were scattered throughout the
file).  Hopefully done without adding or subtracting items from
each architecture's release notes.  This is no substitute for a more
coherent organization, but it will do for now.

Fix some minor grammar and punctuation nits.
