The whitebox AlphaServer 530x series are the equivalent of the
AlphaServer 1200, but with a negative rpb_type.  When booting
-stable, they panic early on with the message:
         panic: Hose 1 - can only encode 0 hose(s)
So we need to test for their (negative) systype in the pci hose
encoding code.
